“I think the contractors are in the best position to perform risk assessment on the job site,” Williams said. “We do have four fulltime safety professionals that are there to help when needed, but I think it’s important for contractors at the job site because the worksite is changing and dynamic.”
The New York City Council adopted on Sept. 27 a municipal construction safety law requiring workers on many projects to have 40 to 55 hours of safety training, well above the minimums required by federal law. The unanimous vote concluded months of conflict that pitted the city’s building trades unions, which supported the law, against developers, who have claimed that the early versions and final version of the law favor union construction workers and contractors and create obstacles to employing minority group members and day laborers.
On July 21, six Texas Chapters of Associated Builders and Contractors (ABC) and its member companies renewed their partnership and established a two-year agreement with the Texas offices of the Occupational Safety and Health Administration of the United States Department of Labor (OSHA), in order to recognize the importance of ensuring a safe and healthy work environment in the construction industry.
The Associated Builders and Contractors (ABC) have developed an amazing tool which enables contractors to build safety programs to ensure that their employees remain safe on their jobsites. ABC’s STEP program, which stands for Safety Training Evaluation Process, is available free online at the basic levels of Bronze, Silver and Gold; and offers additional levels of credentialing for those wishing to apply for either Platinum or Diamond status.
According to the same stats, the construction worker who fell was between 45 and 54 years old. That stat makes me wonder whether the more experienced construction workers think that they are immune after so many years on the job and take unwarranted risks that lead to a fall to their death. Doubly concerning is that, according to BLS and AGC, the average age of skilled construction workers today is 49 years old making them more likely to fall.
"The bottom line is the best safety programs are grounded in hard data and good research, not bad assumptions and exaggerations designed to support a particular political or social agenda," Sandherr said. "No wisdom or insight should be proprietary when it comes to the safety of construction worker," he said. "We all share a common goal: getting to zero construction fatalities."
After an increase in construction related deaths, the New York City Council is poised to consider a raft of proposals aimed at increasing safety on jobsites throughout the largest city in America. Crane safety is on the minds of council members as is the oversight of smaller jobsites. If this package is passed, there would be stricter monitoring of “troubled actors” and increased penalties for lawbreakers.
